Barking is how dogs communicate, and most people accept a certain amount of it. A dog barking when someone comes to the door or when something unusual happens in the street is normal. The problem starts when the barking is constant, goes on for hours, or happens at night.

Dogs that bark excessively are often bored, anxious, or untrained. A common cause is separation anxiety: the dog barks when the owner leaves and cannot cope with being alone. The owner often has no idea, because the dog stops when they return. Persistent barking can also signal a health problem, so mentioning this to the owner may prompt them to get the dog checked by a vet.

Before doing anything formal, speak to your neighbour. Most people do not want their dog to be a nuisance and may not realise there is a problem. Approach it with concern rather than complaint: "I just wanted to check everything's OK, your dog's been barking quite a lot when you're out" gets the point across without starting a row.
If you are not comfortable knocking on their door, a polite note works just as well. Stick to the facts: when the barking happens, how long it lasts, and the effect it has on you. If that does not work, follow up with a more formal letter making clear you will take the matter further: our letter template for a barking dog complaint gives you the wording.
Keep a diary from the start: dates, times, duration. This will be useful if you need to involve the council. If direct communication has broken down, community mediation services are available in most areas and can help both sides reach an agreement.

Reporting It to the Council
If talking does not resolve things, contact your local council's environmental health team. Do not call the police or the RSPCA unless there is a separate concern about the dog's welfare or safety: barking complaints are handled as a noise nuisance matter by the council.
The council will usually ask you to fill in log sheets recording when the barking happens, though the process varies. Some may send an officer to assess the situation or install noise monitoring equipment in your home.
In most cases the officer will first advise the owner on how to deal with the problem: training, exercise, not leaving the dog alone for long periods, or using a dog walker. Many owners are genuinely embarrassed and willing to make changes once they understand the impact.
If informal advice does not work, the council can serve an abatement notice under the Environmental Protection Act 1990. This legally requires the owner to stop the nuisance, usually within around 21 days. If ignored, the council can prosecute. Fines on conviction can reach £5,000 for a domestic property, with additional daily fines if the nuisance continues. In extreme cases, the court can order the dog to be removed, though this is rare.
You can also take private action yourself under section 82 of the Environmental Protection Act 1990 by applying directly to the magistrates' court. You will need to give the owner written notice of your intention and present evidence that a statutory nuisance exists. Get legal advice before going down this route: Citizens Advice can point you in the right direction, and some solicitors offer a free initial consultation.
Keeping Your Own Dog in Check
If you have a dog, make sure it is not causing problems for your own neighbours. Dogs that are walked regularly, given enough stimulation, and trained not to bark at every passing noise are far less likely to become a nuisance. If your dog barks when you are out, ask a neighbour to let you know. Training classes and behaviourists can help with persistent barking, and your vet can advise if anxiety might be a factor.
I am troubled by dogs barking in the flat next to me.
Clive and Emma's parents have a annoying, loud brown dog who barks outside their terrace at No.3 next door and their friends have an annoying child or children who played basketball with the neighbours daughters we don't know.
I love dogs, and regularly look after and pup sit my son's two labs, who obviously bark when their doorbell rings etc, and soon quieten down, but the constant barking dog in the immediate vicinity has just got too much now. Yes I know dogs bark, but I don't accept that a dog should be allowed to bark incessantly for hours on end to the detriment of neighbour's sanity. Trying to work from home with the constant barking is now really stressful, and in the hot weather it isn't an option to shut all doors and windows, and to be honest, I don't see why I should just because of one ignorant neightbour ! Any advice would be greatly appreciated.
I've spoken to the neighbors about it and they're told me the dogs are just barking to guard the house while they're away! It's so inconsiderate!
I've thought of going to the council, but that would mean an official record. I want to sell my house soon and legally I'd have to inform any potential buyer about the situation with my neighbours.
We need tighter laws in this country. People's pets shouldn't come before peace and quiet in our own homes.

I'm sick of people thinking they have the right to cause noise pollution and misery to their adjacent neighbours. I can understand if they live on a farm with no neighbours adjacent

There are two types of dog owners ones that take care of them and are responsible. The other type are people that LEAVE their dog outside in their garden to bark for hours on end. What is the point of having a dog if you are going to ignore it and just shove it outside?
So our next best thing to do is to place a letter in mailbox. Hopefully we get this sorted out as I am so tired all the time through lack of sleep.
If it's that bad then move house.
I am thinking of getting a dog whistle or complaining to the council.

People shouldn’t have dogs if they can’t be there to look after them properly. I understand (but don’t agree with it) when people are at work, but not at weekends when not at work. I adore animals and would love a dog but wouldn’t have one because I play golf and wouldn’t want to leave it alone for 4-5 hours.
I have now (as from today) started taking recordings of the barking which I am thinking of getting my neighbours to listen to. I am at my wits end.
In Summer it comes in open windows and several dogs often set each other off.
In Winter it echoes through walls / floors / pipes / maintenance areas / lifts.
There's no escape from endless barking and it affects too many people.
Several people in my block, and people living in nearby houses, complained about a very loud dog left barking in a communal garden. Two of us could FEEL the barking like a thumping car stereo. The Council were useless, the RSPCA weren't interested because the dog had food and water, and the landlord didn't evict. Eventually the other landlords requested NO MORE DOGS after those tenants moved out.
Of course, the new tenants in that flat have another dog. This one is much quieter but it still barks in the night and there are doors banging when the dog is let out.
Something has to be done especially with all the lockdown puppies growing into adult dogs. Over the next 10 - 15 years there are going to be THOUSANDS more people in the same situation
I suffered a lot of antisocial behaviour and nastiness despite trying to keep it friendly and look for positive solutions. I am new to the area and it has been a horrible experience trying to tell someone that their pet is causing a nuisance.
The problem remains with the dog running around. It genuinely sounds like they are hammering on my ceiling. It is 24/7. 20kg of dog jumping off of furniture is loud. Chances are the neighbour hates the sound of someone banging on their walls /ceilings as much as you do. That is likely what your pets running around sounds like to them. While not deliberate or malicious, it is a nuisance and therefore could be in breach of leasehold/tenancy agreement.
In my case I am having sound proofing added to my flat to help abate the noise from the dog. I want them to be able to keep the dog, even though I don't agree that size/breed of dog belongs in a flat.
This has been going on for 3 long years. We politely asked in 5 occasions (five!!) to stop the barking and they got offended, stroppy and basically not talking to us. In fact they are letting the dogs barking intentionally. We now want to go via the council / nuisance issue and been told that we need to keep a diary! But the barking is happening every singe days, hour, minute, how can we keep a diary? We work full time from home. Also we have been told that if we ever sell our house, the house next door will be marked with the dog nuisance and we’ll struggle to sell. We found this whole situation unbearable and unresolvable. I approached my neighbours last night. They have just moved back in 4 weeks ago after a refurbish and they brought with them a Pug.
The Pug likes to bark - alot- the neighbours leave it in the conservatory with the door open all day and it just barks most of the day. With the recent lovely weather we have had our doors and windows open, but I can't bear the sound of the barking. It also stands up against the window and looks directly in our house and barks at our movements in the kitchen/diner.
Anyway, I went round last night and very politely asked the adult daughter if they were aware that the dog barks constantly while they are out. She was all sheepish and said no and she was sorry. However, 30 minutes later, I get her mother and 3 other adult children from the house knocking on my door saying I'm a bully and I need to get over it basically.
I remained extremely calm and wouldn't give them the benefit of rising to their anger.
Boy did she have a rant.
She, to be fair, does keep them under control most of the time but on the odd occasion fails.
Unfortunately, where we live there are more dogs than humans living, and that's no exaggeration.
This means that the only way to have respite from barking dogs is to go out.
She is telling me that I'm exagerating the problem and too sensitive.
The reason I was looking at this page was to ascertain whether or not I am in fact 'too sensitive to dog noise' or if the dog noise is in fact unacceptable.
My thoughts, from reading comments on here are that pet licensing really needs to be reintroduced. Making numbers and ownership controlled.
This would be unpopular with pet owners but a huge sigh of relief for others.
I've not found any clues to solve my issues on here yet but comments would be apreciated.
Is 1 1/2 hours of loud dog barking only feet away excessive? Or am I too sensitive and intolerant?
I record and send details to the local council but they do absolutely nothing. I am starting to understand how neighbours end up cracking and doing unreasonable things. There is only so much sleep deprivation and stress a human being can take. And if the organisations that are being paid to do something about anti-social behaviour do absolutely nothing, there is no one and nowhere to turn to, it isn't surprising that people take matters into their own hands in desparation. When I see yet another report in the news about a dog having gone missing, I do often wonder if it has been stolen to be sold or whether someone has arranged to have it moved away from them so they can get back to living a peaceful life.
We live in a semi with walls that aren’t exactly the most soundproof. We have two dogs and have had complaints from our neighbour that they can hear them “running around”. Initially there were complaints about barking inside and out (they were grossly exaggerated).
Since these complaints I’ve always made sure my dogs are walked before we go out, left with entertainment (radio and chew toys), I’ve even replaced the underlay in the lounge to try soften the impact of them playing. Still we are attracting complaints, as soon as they start to play and bounce around a bit within 30 seconds we get a knocking on the walls.
I know my neighbour sits in silence by the wall waiting. They also have a reputation for complaining about whoever lives next door.
I spoke to the council who said they won’t investigate dogs running around or the occasional bark as it’s no different to kids playing. But the fact still remains I have to deal with this knocking. If we had kids it would be much much worse. Communication broke down earlier in the year when we were confronted on our doorstep with threats to have us removed from the property we own and have the dogs taken off us. We even called the police due to the threats who to their credit reacted instantly by going round and speaking with them.
Ive got to the point where I’m going to sell up but this is ridiculous how our dogs can even play as my neighbour has frankly unrealistic expectations from their neighbours.
Btw the last couple had no dogs, no kids, weren’t noisy in the slightest and still they found reason to complaint about them to other neighbours!!
After all, as dogs frequently make noise and those supposedly responsible for dealing with it (i.e. their owners and the useless councils) have proved unwilling/incapable of dealing with the problem, there is no point leaving the matter in their hands anymore. I think it is time for individuals to act. It is also time to generally re-appraise whether dogs should even be allowed in residential areas at all.
Time to re-introduce the dog licence - and set it at a realistic level - so the inconsiderate morons who cause the problems will have to consider carefully whether they really want a dog in the first place. The onus needs to be put clearly and firmly on the dog owners to make sure they control their pets so that they do not become a nuisance. If the owners fail to do so, then they should have the dogs taken off them and be barred from keeping dogs in future.
I suspect that one of the reasons that little is done about nuisance dogs is that the market for them and their associated goods is a lucrative one. So people and their concerns about the problems dogs and their owners cause are efectively brushed aside.
Maybe people who want something done about the situation should go onto housebuilders and estate agents websites and make it clear to them that they won't consider buying a property unless there are robust plans in place to deal with dog noise nuisances in the area. Who wants to buy their dream property for hundreds of thousands of pounds only to have to keep their windows shut and not be able to enjoy their garden due to dog noise nuisance? If there is the real prospect of business being hurt as a result, you can be sure that (the so far useless) authorities all of a sudden find that they can deal with the problem effectively after all.
Over 3 years ago we complained to the council (as our neighbours are not the approachable kind) about the both dogs barking day & night, living in squalid filthy conditions & even eating their own excrement! The poor dogs have not left their compound in 6 years, they are never spoken to it is dreadful.
We moved bedrooms to get away from the constant noise throughout the night as we both work but to no avail. To-date the council have done absolutely nothing about our complaint.
One of the dogs recently died ( best thing for him) and now the remaining dog has not stopped barking and howling it is so upsetting & annoying. How anybody can treat an animal like these 2 dogs are / have been treated is beyond me....they need locking up !!

They're constantly barking when the owners work from Monday to Friday. They literally bark in the morning, afternoon and night. They also go out in the garden whatever time of day and bark non stop.
They also sometimes bark at 3am, constantly waking me up and I can't get to sleep. It's starting to affect my health and also starting to anger me. Honestly, it's an absolute nuisance! I can't even get any peace and quiet. I am moving to my new home in October so hopefully I can have peace and quiet.

Its just selfish dog owners (I have a dog) as per usual ... so my only course of action is to take legal action my self, but I want to sell my home and move its that bad. Not particularly fair.

The difference is you can decide to take a dog inside if it is constantly barking in the garden. You wouldnt leave a crying baby in the garden for 20 minutes straight for everyone to listen to so why do you think it is acceptable to leave a dog barking?!

Dogs will always bark but, barking can be kept to a minimum. If owners do not take steps to keep the barking under control then there are options available to everyone to bring the nuisance under control.
However, it needs to be unreasonable barking.

Dogs bark for many reasons and often relate to how the dog is feeling. A dog’s state of mind will vary and be influenced by previous experiences and environmental factors.
What is it that triggers barking? The main triggers include protecting territory when a noise is heard, warning to back away when feeling threatened, a need for company when left alone or frustration due to boredom. The good news is that by identifying the underlying cause, greater success will be gained in terms of implementing training, exercise and environmental enrichment strategies to help alleviate the barking problem. There may also be steps that neighbours can take to minimise a potential trigger.
If the barking is due to distress, then this may constitute a welfare problem and if not addressed, could lead to more behavioural disorders such as spinning and tail-grabbing and/or chasing.
If your neighbours are approachable, working with them to find a solution is a good first option. Explaining the impact that the barking is having, without becoming angry or judgemental, can help guide discussions towards resolving the problem. Even though you may like dogs or feel that the solution is not your responsibility, offering support in the first instance can encourage appropriate action, which may include seeking help from a reward based dog trainer or qualified animal behaviourist, especially if the dog may be suffering from separation anxiety. However, if approaching your neighbour directly is not an option, then reporting the complaint to the local authority may be necessary.
Using punishment including verbal abuse, rattling chains, spraying water or any other negative experience is not advisable as it may lead to further problems. Dogs can be trained using positive reinforcement (food treats, verbal praise etc) to reduce barking. This may involve you helping your neighbour to effectively desensitize the dog to certain activities that you may undertake which cause the barking.
Report all neglected & barking dogs to the RSPCA - again try and talk to the dog to sooth it down. It is not their fault they have been stuck in a hell hole and ignored by ignorant & selfish owners. Dogs are pack animals and thrive with company. Days & nights are a long torture for them as well as you.Offer to walk the dog which could really help form a bond. Exercise is the key to solving barking.

Same here and summer round here is a nightmare. Dogs can be left for about 20 mins!!! apparently it is legal for people to leave their dogs for that amount of time ridiculous!!!!!
your attitude is the problem. dogs barking at any time is a nuissance for everyone who doesnt own them. people who do, are somewhat tuned out of the noise, as they are used to it, so they dont realise how much it can bother a neighbour!!
... and to be woken up by a dog after 11pm (!) even if its once, its too much! its your responsibility to make sure your dogs dont cause ANY inconvenience to your neighbours, so stop being ignorant.

It’s let out in the back garden alone in early hours of the morning, all throughout the day and late at night and each time it will bark bark bark! The dog is let out for the toilet at 12pm, 1am 2am etc, the worst time I have been woken up is 3:30am- why is the dog even outside at this time?
I have a medical condition that is triggered by lack of sleep or disturbed sleep so this is very frustrating completely unnecessary and is making me ill! I have written a strongly worded letter to them and my husband has also been round to talk to them at 12:30am one night when the dog was barking to ask why this keeps happening, all they say is the dog needed the toilet. My husband has suggested to them about getting the dog in a routine and being let out for the toilet at a earlier time, or being in the garden with the dog to stop it barking! However it persists - any advise on how to take this further would be appreciated.
1 dog is bad enough but to hear 2 and one sometime will Howell, the last time I mentioned it to my neighbour her response was, Oh" but I do hear your dog sometimes, my dog gets picked up in a morning by my mum while I'm at work and if not I'm at home or someone is and my dog barks when someone comes to the door which is not all day.

Send polite, but firm anonymous letters. This is perfectly legal, as long as it's not threatening. Outline the legal action you'll be taking, if the barking continues.
Have some basic consideration for other people. Others need to work and sleep. Children need to go to school in the morning. How would you like it if a neighbor blasted out music constantly, and your child failed his/her exams? You wouldn't like it.

They think it's fine for their dogs to bark day and night and it requires more than one person to complain before they would even consider it a problem......not true if it affects just one person it's a problem FULL STOP.

Dogs are social animals and NEED company all day everyday. I have had several dogs and none of them barked incessantly all day.
People think they love thier dogs but they do not. Being ignored and left on thier own all day is torture for dogs.
1, loud barking can be heard with doors and windows in my house closed when her dogs are in the garden.
2, when I've been on the phone others have heard the dog and thought it was mine, that's how loud he is!
3, I've had to cancel extra work night shifts due to be woken up anywhere from 5.37 to 6.15 this seems to have now become an everyday thing. I feel exhausted from it.
4, the late night barking doesn't bother me so much but it's the mornings sounds like they are next to my head.
They got a second dog a while back so once she is as big as the pest of the big one it is only going to gt worse.
I only hear her occasionally recently shouting his na me when he barks. This doesn't stop him he carry on.
What can I do as I've had enough now of waiting thinking it would get better.
I have a 5 month old puppy and would take action if she behaved that way. It's just so shocking. I've recorded him on my phone and it's very loud.

Only to start up again. The second time we approached environmental health they were extremely unhelpful and were made to feel as if we were the unreasonable ones as the then one dog was a guard dog. We were told that we would have to do the recordings again, which entails getting up to press the record button on every occasion the dog barks. I work full time and am exhausted. They also told us that we would be cross examined in court if it got that far and it would make our house very difficult to sell in the future. We have since spent £600 on acoustic glass in the bedroom windows but the barking still wakes us up. Don't know where to go from here, the system seems to be set up to help the ones committing the crime instead of the victims. HELP.
sometimes for periods between 2hrs through till 7 hours at a time. Kept Dairy sheets and contact the
Enviromental Health on numerous times and have handed over many dairy sheets
even had visited from staff members. They never come back to update your on the progress of your

Arrived home after a holiday at just before 8 pm today and its now 11.00 and it is still barking,

1st Noise wise : We work long shifts and late nights so early morning are not always possible yet next door have two dogs who are let out some times as early as 7am into a area of about 6ft x 6ft to do there business then left to bark and scratch until let back in. (not ever timed it but I would guess at times upto a hour).
Hardly ever walked seen them taken out twice in the three years we have lived here.
They bark and howl for some time. We have at times entered are back garden and had to shout at them to stop.
2nd smell : there business area is right outside next doors patio doors and with one 6ft fence panel divide right outside are doors too. We struggle to enjoy are garden due to the smell and just this morning witnessed the dog piss running through the fence panel on are side as the dog relieved its self. We both have be dog owners in the pass and respected the life of the dogs we owned. Exercise and companionship. We won't have a dog at present due to the long hours we work.
We have approached next door about the smell attempts on the day in question were made to deal with the smell including the chemical we gave them to put in the water to wash down with (detergent the same as vets use). But that's about all we have seen. We have had one invasion of flys one a hot day and we can't leave are patio doors open due to the smell entering the house. More so on hot day's. My partner is winding herself up and I am starting to look to move house as I don't think are problem is quite outside the guide lines. :(
I've been plagued by a constant barking dog at the back of my house, day after day, non stop for years.

As far as a private case goes, how does that work when your income is dire due to being unable to concentrate on your work, if you work from home?
My next door neighbour recently acquired a small fluffy breed which yapped and screamed (the only way I can describe it!) incessantly, she then decided to get another to keep the other one company.
I burst into tears when she showed me the new one, I knew what was coming.
So not only do I have a large malamute barking and howling all day and night at the back. I have two little yappers right next door. They DO NOT stop once they start. In fact, as I write this I'm listening with increased anger to yapping which has been going on all day, it's now 8pm.
On Saturday, they yapped all day and all through the night, then onto Sunday, all day.
If this carries on, I will have a breakdown.
So maybe you should try to see it from your neighbour's point of view. Why should anybody have to live with that racket when they don't have a dog!!!
It's downright selfish and irresponsible.
Frankly I'm surprised that nobody kills these dogs. It's not their fault but everybody has the right to live in their own house in peace!
I'm going to follow the advise as illustrated here, it seems so easy its too good to be true.
The problem with addressing the owner of a barking dog, is the fact that if they are allowing a dog to bark and disturb the neighbors, there must be something wrong with them in the first place.
We have done a lot of research into home boarding and it appears that if she has been granted a licence she is most definetley not confirming to the conditions or any of the legislation!
Without going into detail of how we have found out all of this information(as we have been sworn at etc) she has most definetley not looking after the poor dogs in a way that is humane. She leaves the dog outside to bark for hours (more than 3 hrs) never takes them for walks and if on the odd occasion that she does take them out in her car she puts them in the back of the car which has no guard.
It is heart breaking to hear these poor dogs constantly barking in such a distressed manor.
We have contacted the council and the local dog warden but believe it or believe not they are not interested||||||||||
What are our options please?
My husband and I were thinking about taking him to 'doggy school', but then again, it’s extremely expensive, and the nearest 'doggy school' is far away from us. Maybe you have some advice? THANK YOU!!!!

All lights in house on and strong smell of drugs but no answer. Eventually dog shouted in at back of house and window opened.
When my husband approached window occupier got aggressive said dog let out for toilet (2.30am!) And only out 10 mins.
Guy then followed us home threatening us so had to call the police.
So sick of this now so found out who they are renting the house off and going to see landlord tomorrow.

Ours neighbours dog is let out anytime between 6:30am and 8am and barks. They're up at that time with their young child. Now the barking only goes on for about 5 minutes or so but it obviously wakes us up (it's a lab and quite big with a ferocious bark). This only happens when the wife lets the dog out and doesn't happen when her husband does. The dog is never allowed to bark when their toddler is in bed sleeping.
My wife and I are 47, our daughter is 18 and at university so when we're not working we don't have to rise early. Are we being unfair/unrealistic to expect to be able to sleep undisturbed?
My wife has spoken to her (used to be family friends) about this but she believes that if the barking is after 6am and before 10pm there is no problem however there was some improvement initially unfortunately the problem is back again.
I should add that the neighbours in question are Polish and there are some language barriers.
Beautiful dog but every time they let him out barks constantly until they let him in , anywhere from 10 mins to hours.
Not only is the dogs barking an issue but her shouting from inside the house at the dog outside ( and now the young kids have picked up on it too ) is meaning I'm getting if I'm lucky 4 hours sleep .
The hubbys a good guy but works away mon - fri and keeps the pooch in good order when he's home at weekends.
The wife however just lets him out and forgets about him, doesn't walk the poor thing which is why I'm sure he barks constantly.

My experience began when I moved to a small village. Shortly after moving in I became aware that the move may have been a terrible idea. My neighbour had 10 large dogs - they spent the day in the backyard which faced my backyard. Passing any window or door facing her home would result in frenzied barking and dogs fighting each other at the fence. In the evenings I would leave the lights off so they couldn't see me moving about in my home. I was sneaking around in the dark, trying to be as quiet as possible to avoid setting off the dogs! "Why wouldn't you just tell your neighbour that her dogs were barking?" you ask. I already had, and she'd have to be deaf and blind not to realize it.
Here's one of the most important things I've learned from this experience: if you have to ask someone to stop doing something you're wasting your time. Now there may be an exception to this rule, but I doubt it. Why? Because again, if there's barking coming from your neighbour's yard they'll hear it. They know their pet is barking, but it's not that bad because they can control it, and if it doesn't bother them than it shouldn't bother you. They don't share the anxiety that comes from a lack of control over the environment around them. You want a nice BBQ with your family on a nice summer evening, or a little extra time in the bed on Saturday morning, or to do a bit of gardening in peace. And that's when your neighbour notices the dog wants out. The intention may not be to let the dog out to bark at you when you're trying to enjoy your home or yard, but that's the outcome. Sadly, the dog's owner doesn't see why a few barks each hour of the day, or a frenzied bit of barking for several minutes off-and-on each evening is a big deal. It's this lack of understanding that leads to conflict, and then each party feels victimized.
My neighbour's dogs were far worse than anything described above, and several fines, 2 trips to court, and having 7 dogs removed from her home (municipal bylaws allow 3) only made things worse. She didn't think it was fair that she lived one way for a few years without issue before I moved in next door, and reasoned that no one else had complained. I have approached the neighbour and he was extremely aggressive toward me I will not approach him again I can't live like this any longer I'm at my wits end.
I contacted the authorities who told me this should be reported to the rspca but then on the sites its saying environmental protection. So I'm at a loss at what to do. It's only been 2 days in a row but one instance is one too many for me when it involves an animal.

We moved into our terraced property about 2years ago not knowing our neighbour had 10dogs!! Our seller posted a note through their letterbox asking them to shut their dogs in every time we came to view. At least 2 of the dogs constantly bark all day, and when we go into our garden they go really mad. Also, even though our neighbours wash down their small garden patio where the dogs have free run of, it really smells. The smell comes into the house and also if we have a bbq or eat any meals outside its not at all pleasant! He feeds the dogs outside emptying the bucket of food onto a wooden picnic table so they can just all grab what they can. This causes flies which also come into the house. The constant barking and smell is driving us crazy....... what can we do? He is a very confrontational man,ex-police, and the previous lady moved out because of him.
Give him a particular toy that he could be "engrossed" in when you first leave (a kong type toy filled with sugar-free peanut butter or special kong fillings seems to appeal to many dogs).
Make sure he's had a really good walk/play before you go out, so he's ready for another sleep
Don't leave him in a huge room alone, a small room with a cosy crate full of blankets and an open door so he can get in and out would be perfect.
Hide little toys and treats in the room under blankets etc to keep him occupied if he gets bored

I also think people are having dogs that are too large, so they get bored. Dogs essentially, are working animals, so are not using up all their energy, so must be bored stiff/very lonely shut in a house or garden for hours on end.
And I think diet plays a part, far too much cereals, molasses and other rubbish in dog food. Gives dogs skin problems, allergies etc., and perhaps makes dogs less calm/more anxious.

The sheer outnumbering of commentators who represent the victims of noisy dogs to the few defenders of the dogs noisemaking should wake people up to the reality of this being an epidemic which will lead to action to solve the problem. Actions that the authorities should take if they were interested in spreading and upholding justice. But they are not interested in justice and peace, they are slaves to profit. They make no money and have no purpose when there is peace. But there should be peace. People will take measures to get the peace they deserve when the system completely and utterly fails to provide the peace that it claims to be purposed at providing, but is especially failing to provide.

Clearly, some individuals using this comments section need to seek medical help for their pathological ideations before they become a threat to wider society.
Secondly, dogs bark. It is natural, reasonable and to be expected. They bark at visitors, people making noise in the vicinity of their homes, other dogs, prowling foxes etc etc They even bark at each other when they are playing and enjoying life.
As the pressure on availability of housing continues to get worse, the closer proximity households have to each other and each other's, often noxious, habits.
I would urge anybody with concerns about habitually barking dogs to first and foremost think about the welfare of those animals and discuss the problem with an animal welfare charity or dog warden. EHO are no use where a welfare issue is the reason that animals are incessantly noisy. People wanting to complain should also understand that some barking is natural and to be expected and if owners make attempts to distract or modify their dogs behaviour then the noise is a perfectly reasonable accompaniment to modern living with furry friends.
There last neighbour moved because of there dog.
But still the dog will go on barking when they are out. They have it taken out by someone through the day,But when left back in house on own ,the barking of dog goes on.
The dog should be on a farm .
I do not think talking to them would do any good though.

extremely physically abusive owners when I was living in Dubai. In fact, the vet believes that one of the two dogs has even sustained a brain injury from the previous owner dragging him tied by a rope behind a quad bike. I am a MASSIVE animal activist and do believe that the behaviour a dog displays arises from how well or badly the dog is cared for (their entire lives). I agree that people should not be able to have dogs if (like some of the previous comments mentioned) the owners are never home as dogs are social creatures and WILL get bored, stressed etc if the owners are never home or show no love toward their dog. However, in my situation, although my dogs are both now about 16 years old and I rescued them when they were only young (2-3yrs), the trauma they suffered still can be seen in their body language and behaviour. They will cower if a stranger tries to pat them and are EXTREMELY protective of me. They bark. They bark a great deal. To them, anyone on the other side of the fence is potential threat and they bark. They are big dogs. They are loud. Now, I have had 3 different dog training companies come over the years to teach me how to stop the dogs barking (and paid around £3-4k total for it). As the dogs were aged 6 when I started this training PLUS due to the trauma they suffered as young dogs, not one professional was able to stop them. I own countless dvd's, books, everything out there on dog training and have put hours and hours into practising these training methods with the dogs to no avail. I would NEVER resort to the collars that send a zap when they bark. I mean, if your kid yelled and was loud outside when playing constantly to the point it drives others mad, would you zap them?. No, of course you would not. Nor will I resort to euthanasia
as this behaviour is the abusive owners fault - not the dogs. If we could 'talk' to the dogs, explain how their barking annoys others, they would stop. But we cannot. Like some new babies or toddlers, you cannot stop them crying for long periods of time. For people on here to say they would be O.K if a dog was poisoned to stop them barking is just not on. This site needs to include links to dog behaviour/training businesses that are reputable and in list at least one in every county. There is NO point here if you give people no information on how to try and fix their situation but just say "call the council, call the EHO, make a noise complaint". To finish, I understand that dogs barking constantly ARE annoying. My dogs annoy me. BUT. There are some people on here who I feel are dog haters full stop. Lastly, RSL's comment is bang on the mark. They have the same problems as I so apart from RSL and WILL, maybe if you get yourselves a dog who will love you regardless, be your best friend and always
........There are many cases where people have reached the end of their reason and have taken illegal steps to stop the problem, by killing the dogs. This is not recommended but understandable. There are very few people on this earth that can withstand torture indefinitely, and constant dog noise becomes torture. The simple reality of this situation is this - if you have loud barking dogs near you that won't shut up and the owners are uncooperative, there are but three ways to deal with the problem 1. Sell up and move. 2. Sue the owners. 3. Kill the dogs. Two are legal, one is not. If the government want to remove the possibility of citizens breaking the law, then they must provide the citizen means to tackle this issue effectively.
After putting up with nearly 4 years of my neighbours dog barking, i'm well and truly at the end of my tether with it and don't know what to do ! It is driving me and my partner mad, it can start from anytime in the morning until anytime at night, last night Sunday evening it went on for on and off for around 3 hours, we have contacted the environmental health department who said we don't have a case and they can't do anything about it, but as mentioned in other posts, it's everytime someone's outside their house, or pulls up, knocks on the door, parks on the road or across the drive, or someone posts something through the letterbox, let alone if it's left by itself it's even worse and then all the visitors the neighbour gets all day makes it bark even more, the dog even barks if someone knocks at our door, it's just doesn't stop, unfortunately i work from home and don't get a moments peace the neighbour is unapproachable on the subject as well, any help will be much appreciated. thanks.
My digs wear anti bark collars (non shock) and don't bark during unsociable hours such as the night time. They are indoors during the night and only bark when there is someone at the door.
My neighbor makes nuisance complaints against us all the time, he's an elderly man who has disliked having children next door and we've obviously grown up now bit the reports keep coming. None are ever proven bit now he's targeted my dogs, I've reported him for antisocial behaviour as I am not happy he has decided to target my dogs. He's nice to us when face to face but will never attempt to discuss any problems with us he instead makes complaints and putting false information in them. I'm starting to feel very stressed snd frustrated if my dogs were in the wrong I'd be the first to admit it but their barking has never been out of control.

Nowhere on here am I seeing helpful advice to help stop the dog barking. Not in the article or the comments. It isn't the dog owner who is barking. They are not 100% in the wrong. There is a limit to what they can do. And before someone comments that if you can't control your dog, you should get rid of it, yes I am considering that! Given the number of unwanted dogs out there that seems irresponsible, but since no-one is very helpful, and the dog owner can't be there 24/7 what are the options?

I’ve told the neighbours about it again and they had a go at me stating I should be more compassionate about the sisters illness etc, I said I was sorry about that but it doesn’t alter the fact the dog is an issue and is obviously not happy about being in the utility room and being left alone. I’ve only ever seen them walk the dog once in 7 weeks so far and my office window faces the front of the house.

Every day and late into the evening all they do is bark. One sets the other off. They are in 2 gardens that are separated by a path. If it is not them setting each other off, they bark at anyone who walks down this path. And it is a vicious bark!!!

They are house dogs who have a dog door to get outside, but sleep inside. They don't bark at night, but have been known to bark in the day when people walk past the house. As they can get access to outside, sometimes this barking is outside.

We have two small dogs. We both work full time and they are able to use tha cat flap giving them access to the garden. We moved 18 months ago into a larger property and the house next door was empty. A couple then moved in with 2 boys aged about 5-6. They started annoying the dogs by banging the fence, pretend barking at them etc, making the dogs bark more than normal. I have asked the patrents to stop them from doing it and I thought over time it had got better and the dogs had got used to living here. Then today a man opposite said our dogs bark all day when we are at work (which can't be true because we use spray collars and sometimes when we come home there is still spray left in them). I asked the neighbours each side and including the ones with the kids and they both said that they do bark, not all day but they do bark sometimes. The truth is where we lived before was really quiet and it has taken the dogs a while to get used to the noises here, they react to other people's noise. They don't bark at night or when we are home. They really only react to the noise around them. We will try a ultrasonic/vibrate collar to see if that helps. I feel this man opposite is exaggerating (he likes to moan). I'm hoping that if it is the kids still annoying the dogs having a word with their parents might put them in check, but I don't know what to do about the man who complained, any ideas? I think he is probably being unreasonable but the truth is I don't know as I am at work all day! Please help.
I have new people living at the back of us. Not directly, just to the left. The dogs live outside a fair bit all day and I think go in at night or there just quiet then.
There are at least 7 dogs in a 1 bed bungalow. Outside is fenced off and 3 metal fenced off areas to device some dogs.
I love dogs but I hear them agressive going at eachother. To the point one sounds like it's being murdered the noise is horrendous. They bark throughout the day but not at night. To hear them barking now again I don't mind it's normal but the agressiveness of the sounds of them fighting I hate and even in my house with the tele on I can hear it.
Whenever they start on eachother the lady or man come out shouting at the dogs and I often hear her hit them. Today I ran upstairs to look out as one was badly screaching and saw her hold up a wood stick as if to say shut up or I'll hit you with it.
What can be done?
Both man and woman sound agressive so I would not like to go and chat with them.
It's clean what I can see of. I always hear her sweeping up etc. So that's good, but I worry for the dogs on a daily basis there fighting eachother it can't be good to keep them that way and her hitting them and shouting at them they can't have a great life. I also don't want to hear dogs tearing shreds out of eachother.

I did ask him one day, if it was possible to keep the dogs quiet early morning and late at night...he just said that he could do what he liked.....and that my dog barks. She does sometimes but she doesn't bark for over 3 hours int he morning/evening and does not stalk them, everytime they go out. So very inconsiderate and nasty.........will try the loud music, when I go out, I think......do the sonic devices really work?

people who allow their dog to bark on and on clearly don't give a jot about everyone around them and I don't believe they are unaware of the distress it is causing to neighbours. They just like to defy the people around them and do what suits them.
Unless they are deaf, there's no excuse. Their dog their responsibility but as a single woman living alone I am just too concerned about repercusions to be able to do anything about it. So I live frustrated and am now considering moving.

Added to this, their owner doesn't seem to believe in picking up their mess. There doesn't appear to be a huge amount of excrement, but the smell is getting a little too much now the sun is baking it.

No neighbour has been to see me over this before complaining to the council so I was unaware he was causing such a problem. As I overheard the neighbours calling me today I now know who reported me, the thing is we have had talks with the said person over other matters, and I feel they have a problem with me and not my dog as she expects us to fix things on her property that have nothing to do with us. This feels malicious to me rather than being a genuine complaint.
What will happen when the council official comes out? the person has their door open all day long every day, they have a dog that sets mine off barking too. would it be acceptable to suggest to the officer that maybe she closes her door a certain times so I can let mine outside for a while? thereby preventing his barks if they were to happen being so loud until I can bring him back in?
Im not an unreasonable person anyone can speak to me, I really don't know why they have done this, other than because of other issues, as we had a good chat on Saturday night just gone about the broken fencing between our gardens and getting it fixed and she didn't say anything to me about my dog being too noisy?
Shouldn't the first port of call be to inform the owner of a problem? sorting out a solution for the problem? and then if nothing works go to the environmental health? Or is that me being stupid?
I told the owner that this was the second time this dog had attacked me and if it happens again i will report it to the police.
On the previous attack the dog teeth went into the bottom leg of my jeans , no contact with my skin.

I think the doggy actually likes classical music I have to say!!! Neighbours clearly don't...More into Kurt Cobain or Mazzy Star..know what I mean? Spoofffff. Remember, music good for savage breast/breast. Does the music you go out too need to be that good? You Decide...just for once Eh? It works if music placed in area where the dog actually barks. Who could possibly complain about that? Only NUTTERS of course. YOU KNOW IT MAKES SENSE!!!

Can anyone advise me on what to do here? I have been reporting numerous (4 at least) dogs to the env health here for months and whilst I understand their inability to help, I am really at my wits end. I work from home and suffer anxiety disorder amongst other things but I am able to differentiate my bad days and this constant nuisance of dogs left out incessantly barking from 7am until gone midnight sometimes. I understand dogs have their language (barking) but it is beyond ridiculous and I feel like I am cracking up. They can't help me because I can't pin point exact addresses. I only hear them. All the time. One in particular isn't even a bark, more a throat squeal. Forgive me but i actually want to rip the owners throats out for allowing their dogs out to continue. The env health sent leaflets out to all dog owners in the area but to no avail. Obv this means they are free to continue. I actually feel suicidal and told env health this. A lovely lady rang me and was so understanding but this is not solving the problem.
The point is, the dog is over a hundred yards away, I am in the upstairs back bedroom with double glazed windows and I am wearing headphones and I can still here the flipping dog quite plainly and it's a Saturday afternoon, relax time. If anyone else says dogs bark to communicate I shall throw a tantrum. This has got to stop and not just this dog. More stringent laws should be introduced to make it easier to stop nuisance dogs being left to bark. The owners should be made to forfeit the dog and never be allowed to have another one, ever. Dog owners should also be forced to pay to have their dogs trained not to bark unless there is an intruder in the vicinity or they shouldn't be allowed to own one.
I just want a relatively quiet retirement, I don't make noise to disturb others so why are dog owners any different. Disgusting.
Today I have had enough and reported them to the council via the online system. The dogs are obviously stressed out and it can't be good for them barking for 2-3 hours constantly.
I have a lab and he is either asleep or out walking with me! I am lucky that he can come to work with me and to put the icing on the cake the neighbour claimed that my dog was barking at a time when he was fast asleep at my feet in my office!
I have taken video of her dogs and I am keeping a note of the dates and times of when they are barking.

We have 3 dogs. We live in a end terrace house. We train our dogs in all manner of ways, from obedience, to agility, to trick training.
We basically have the neighbours from hell.
Long story cut short. Next door neighbours, both in their 50's, he is a truck driver works nights. Recently married. She works days.
Back in November, he complained to us, about the excessive barking from our dogs. (I work from home, but not actually in the home).
We got in touch with one of our trainers who recommended a dog behaviourist. They came out in Nov, gave us some homework to complete and do. Which we do religously each day. Inc brain games to tire them out even more, than they physically are from all the usual training.
The woman next door had her fella move in about 18 months ago, no issues.. then in Oct they got married. since then they have complained a few times about the dogs barking even though they were fine. In Nov he sends me a message very formal, on fb to say its stressing him out the dogs barking. He can't sleep, it's causing him untold stress and anxiety.
Since then they have been putting things on facebook about our dogs howling and barking all day which we know isnt true, he has said they are even when we have proof we are out with the dogs! (We compete at weekends doing dog sports all over the country, with 2 of our 3 dogs. The 3rd is very nearly 12, he doesn't come with us. He stays at home, is so laid back he is horizontal!. When we are out of a weekend, we have a dog walker come round 2-3 times a day to take him for a walk.
He said few months ago that he saw me sat in the workshop and the dogs were barking and howling til my wife pointed out I was at the time having my hair cut and my wife was in the house and they were asleep!
Since then they now put comments on everytime we go out. My wife can go out alone and its fine. I can go out (training), and its fine. We are not sure how they know were are both out together.
I have contacted EHO, and am waiting for them to return my call, so they have it noted the dogs are not howling (a neighbours 2 do).

These other dogs do bark. Yet it is only our dogs who can be heard, and are apparently being recorded and noted for each and every bark heard.
For the past 2 months, when ever either we go out, or take them for a walk, or go competing, we are keeping our own logs, of times, dates etc. We have disproved certain times and dates for varying reasons. Mainly due to the fact that we are either competing of a weekend, or training of an evening.
I have this week started recording our dogs when we do go out and leave them on their own. Over the course of say a 2 hour excursion, the
You can get people who will walk your dogs one or two times a day but of course you have to pay for it. To do anything less I think you're being an irresponsible dog owner. Another plus point to getting a walker is at least then you can keep the dogs inside and the barking less of a problem and you may have happier neighbours.
I bought a bark collar to put on her and for the last 10 days the barking has ceased. In fact the original person who complained came over and said how quiet both the dogs have been through out the day.
Then this afternoon I found a letter in my letterbox saying that my dog barks non-stop and if I don't do something they will report me to domestic animal services. Not only do the note not have who is complaining, so I can't explain the situation, I don't know what else I can do. The dog is partially deaf and blind but my vet says she still has a least a few more years in her before I need to have her put down.
What can I do? I am angry that the neighbours didn't come and talk to me because I am open to talk and I understand how annoying barking dogs can be but I don't want to have to put my dog down because I have had her since she was born (we owned her mum) and she has been with me for more than half my life...
I wonder what people make of this - are we being unreasonable?
We moved into a new area 4 months ago. We both run a business that is open until 10:30pm, so we are always late to bed. Couple that with having a five month old daughter, we don't tend to get a full night's sleep very often. The one advantage is that we don't have to get up early, so we can get some sleep in the morning, the baby seems to like to sleep between 6 and 9am.
One of our neighbours has two yappy dogs, that she lets out at bang on 8am every single morning (weekdays only - she likes a lie in at the weekend is my guess). When they are out the bark extremely loudly and consistently until she lets them back in again - usually around 20-30 minutes.
Am I unreasonable in asking her to bring her dogs in when she hears them barking (which, to be fair is about 3 seconds after she lets them out)? I finally plucked up the courage to talk to her this morning, pointing out that not everyone is awake at that time - many people work nights, for example, and that the dogs wake the baby up every day, which causes her stress, and thus us.
Is this something we are just going to have to live with? An unavoidable 20 minute barking alarm clock at 8am every day for the rest of our lives?
Environmental health officer sounds like the next step. Something i wanted to avoid.
I am in the minority, apparently I am the only one with a problem, therefore I am the problem.
I have complained to everyone, My housing officer sat in my kitchen and said to me, your neighbours have said yes their dogs do bark, but everyones dog barks round here....Oh sorry that makes it ok then! After waiting years for sound recording equipment, when it went back they said we heard the dog barking but it never barked for more the 30 seconds. Thats 30 seconds out of every minute, oh sorry that makes it ok then!
I live in a 70s semi. We have a breeze block party wall (its noise insulation value is very poor, I can hear their washing machine in my dining room and I think I've even heard them switching off their light in the lounge). Their house was refurbished with laminated flooring everywhere before they moved in (the Noise Control Officer in the local council said this refurbishment turned their house into a drum, amplifying every noise). They seem to have unusually good hearing and very low tolerance levels.
Every time I've had different visitors (whether one visitor, two or four) they've complained about the noise of my visitors chatting in my lounge or dining room. My visitors are generally middle-aged and older, not noisy people.
I use my radio now only if I think they're out and the volume control is set at just over 2 (on a range 1 - 10). My neighbour has been round to ask me to turn the radio down - even at that level and even at 10.00am.
I'm fed up at having my enjoyment of my home spoilt by what seems to me the unreasonable behaviour of my neighbours. They're fed up because of my "noise".
I can't afford a noise survey to show us both what the real noise problems are in both of the semis and how we can overcome them. Environmental Health say they can't help. Surely somebody, somewhere can? Can anyone offer advice please?
I have, since August, kept him inside unless I or another household member are able to be in the kitchen to stop the barking. I have had a trainer out to help with his training and he's in obedience training. Unfortunately planes and birds make him bark.
Today I had a phone call at work! From someone who is distressed because of the constant barking! My dog only goes in the garden 5 to 6 times a day for short periods so hardly constant, perhaps a couple of minutes.
I feel bullied and now harassed as I am trying to be considerate but this recent caller wouldn't even let me explain and once he had ranted and verbally abused me put the phone down...... how do I stand against such nastiness?
This person has constant party's and tells us every time it's her birthday. These gatherings can go on till 7am the next morning and when you have to work, It's hell.
I injured my ankle three months ago and could barely walk. When I came home I couldn't get into my garden as they were stood over the gate, I asked them to move and I twisted my ankle again attempting to squeeze through the gap I was allowed.
Hovering at 2am, Slamming doors all night. We've had the sound equipment fitted and they recorded her level of noise. Just seems it's a long drawn out process and sometimes it makes you feel incredibly low.
The more insulting thing is, once she knew we reported her she then started making false allegations against us which the council informed us they must be taken seriously, what!!!
This is now a matter for a meeting that I organised the CEO's, Cllr's and heads of departments. Just remember to keep at it and record every thing they do.
I NEVER answer the door to this woman without recording device in my hand as she has no idea!

Don't get me wrong, reading some of the horror stories brings a tear to my eye, but what of situations (such as mine) where I am on the end of complaints from my neighbours when me and my partner feel we are not doing anything wrong? Where is the sympathy for people in this situation? Do we have a support group?
Seem to be that the 'unspoken law' comes down massively on the side of folk who want (and demand) absolute silence (when buying or living in a terrace / semi detached) against people who like to say, live a little.
Any thoughts welcome.

I am trying to sell my house and don't know what to do about this situation as I don't feel I can have a complaint in writing on any system.
RSPCA only interested if the animal is physically abused - not bothered it is squealing and crying sometimes for 10 HOURS on a sunday, sometimes starting at 7.00am.
My neighbour got a new dog that sufferers separation anxiety. When it's owner goes out it does not stop barking - the whole time. Sadly she goes out for hours at a time, often until 2-3am too. It used to be kept in the kitchen, which wasn't too bad as the sound didn't carry around the whole house but now the neighbour lets it in the whole house and as our walls are thin, there is not one single room in our house that we can escape the noise. Our neighbour is aware of this and doesn't care, nor put the effort in for training. She's had a behaviour therapist around, yet doesn't stick with the advice, expecting instant results. Troubled dogs need a lot of training, consistence and sadly she's too lazy to keep up with it, nor does she want the dog to impact on her life. I have no idea why she got a dog. She's now bought the dog a kennel for the garden and is talking about leaving it outside all day, which is when I will call the council. I've asked her not to because it will mean the sound is louder and I do not see why I have to close every window in my own house and put up with it. I think people with barking dogs really do not understand how much it can grate on your nerves, upset you and start driving you crazy. Never to have peace in your own home, which should be a sanctuary isn't fair.
I have taken all our dogs to the VET to be checked out, they fine. I have spoken to the SPCA about trying sort out a barking solution and how to
protect my animals from my neighbor. I have caught him starring and provoking my dogs with gestures from over the wall numerous times, he has told me he has taken videos of the dogs and he shouts at them. His wife admitted in a sms that he throws ice cubes at my dogs. I have found a arrow in my yard and I know he has a crossbow.
My other boundary wall neighbor said he didn't know we had dogs, my 2 neighbors across the road say the dogs don't bark excessively.
So what do I do to protect my dogs?
Our dogs don't bark much at all when we are at home, night or day. We are now raising our wall to try keep the nosey neighbor from looking in.
When he's looks over the wall and we have been at home, our dogs hair on their back stands up and they barks at him leading me to believe he has antagonised/harmed them while we not around.
I feel my dogs have become the easy target for all the dogs in the neighbor hood.

BUT when neighbours are banging about, their young girls screaming hung outside,their male friends standing outside my door smoking and laughing late at night, then yes the dog barks.
I am actually quite stressed by all of this. I have to say there is more noise from the street, other neighbours incessant loud music and so on, than from my dog.
My neighbour moved in next door (mid terrace) and promptly rescued a dog from a welfare centre. The dog barks for twenty minutes here and twenty minutes there for the slightest reasons. The dustbin lorry being out of sight, children playing out on the communal square, birds flying overhead; normal everyday occurrences. I comment to the owner and am sarcastically asked if I want the dog put down because that is what would have happened as nobody else wanted him. She did not recue the dog, the adjacent houses also rescued the dog.
The worst is being on tenterhooks, waiting for the dog to bark. Yet, when I attempt to discuss the subject, I am accused of harassment and bullying.
I just want to stop waiting for the barking to begin.
the tenets below live on 1 side with plenty yard space and a driveway. .problem is they walk their. dog to the front. .my front entrance and drive way to do his doodies ,today his poor was right by my steps and yesterday infront of my gate, and another right infront of the garbage bin and also all over the front yard. this has been going on since they moved in 4 months now its stressing me out. .they always are nice, but this I don't get.I have mentioned it 2 times. and still not stopped. today I asked her if she could not do this. .by the way they walk him on leash while this happens, I babysat 2 dogs this summer and we only in back and were cleaning up and aswell. as her dogs poor too. .well now I asked her not to bring him on my side to scrap. .I think she is mad..I havnt talked to landlords yet thought I could talk to her first. any advice please? ? thanks
Environmental Health has been pretty useless so my solution has been to install a sound system in out caravan which is situated right next to our mutual boundary and leave it on playing Drum and Bass. My wife and I both work so leave it on whilst we are not in. Our neighbour never ever goes out and hates any sound we make (he's particularly averse to whistling!).
We shall see how it goes.

With regards to not having money to take legal action there other ways to deal with the problem. Start by making an official complaint in writing to your council and how they have dealt with your complaints in the past don't hold back let them know exactly how badly the situation has effected you over the years. And how you feel they have not taken your complaints seriuosly. Make sure you send a copy to you local MP and the housing ombudsman. Your local MP will but pressure on them to reassess the situation.
The housing ombudsman will not get involved until you have exhausted your councils complaints procedure or they are taking over 12 weeks to resolve the issue, but it is a good idea to keep them informed of your complaints from the beginning.
I would advise from this point to only contact the council in the form of e.mails so you can keep records of all correspondents.
This way is longer than taking legal action but you will get a result because councils generally don't want the ombudsman to get involved as they will make them pay compensation to you.
I also suggest you make sound recordings on your phone the council will say they can't use in court but you know you have them then again if they don't take action against the neighbours you can play to the ombudsman.
I live in a block of council flats but I have bought mine so we have a communal garden.
They come in and mess all over the garden.

I would have to fill out evidence sheets to this day I am still filling out evidence sheets and the council are coming to install sound equipment next week!
On the plus side they are also visiting the tenants tomorrow to tell them to remove all dogs after some very long and threatening letter tennis between myself the 'Council Complaints Procedure' the housing ombudsmen and my local MP.
The council finally moved into action after I spoke to a solicitor and he told me to inform them I would be making legal proceedings for nuisance against them if the noise did not stop immediately and for a sustained period.
I have endured 7 months of hell dogs being left for hours on end dogs fighting howling and wailing all time of the day and night. The tenants throw the dog poo outside on the communal garden and leave a trail in the communal hallway but apparently this is a dog warden issue but my local cut the dog wardens position last year due to lack of funding!
My Advise to anyone enduring this kind of behaviour to see if they have legal cover with their home insurance if so use it and if not try the CAB for free legal advise!
Remember the Councils don't like people complaining it makes their job 'Harder'

The question that I was genuinely hoping to find an answer for is , what action can you take when you have literally exhausted all your possible options for advice & help? By that i mean, RSPCA, local dog warden, local councillor, local planning enforcement council, police, as these have all been advised of the existing & impending worse situation, believe me, my husband & I have trawled the web reading case studies & blogs for days, I have spent time having phone conversations putting all the legal bodies in the picture, even telling closest neighbours, who are horrified & also had NO idea & are fed up to the back teeth with the vet & his selfish ways aswell!!!' The overall picture here unfortunately is that people CAN and DO live how they want and there is absolutely NOTHING you can do!!! I have even had a huge row with the local police when I told them quite clearly that 3 dogs were loose, roaming about over our property & fields & I could not let my daughter out to play for risk of 1 of them attacking her, the police's response was "unless she suffered an actual injury due to the animal it was the local dog wardens responsibility to collect the dog" & they would not come out, even after 40 minutes of explaining the situation here & the owners absence & lack of responsibility, they are not interested!!! So, as long as it escalates to someone actually being hurt then you might have a case!!!! The other point to make is that the dog warden DID come & collect the dogs and before she even came she said "he will just pay the fine & collect them as he always does, he doesn't batt an eyelid at the cost or the inconvenience, he's been doing it for years, we've had hundreds of pounds off him over the years",as I have said this man is allowed to carry on doing this, and no doubt, for years to come aswell!!! I have lost respect for this country & the bodies that govern it along time ago, as I asked, what should you do exactly to resolve such a situation?
Very interesting points that you raised, our dog warden, whom we are on first name terms with has asked us on several occasions to fill in the noise log as she has admitted it IS the only avenue we can go down to try and get some of the animals removed from this man permanently, we have just been trying desperately to find some other legal way to sort this rather than, as you say, spend time logging every days noise levels, plus we both work & have a 6year old! The situation has now taken on a different level though as this animal rescue have now got his permission to set up residency within the estate and are in the process of moving animals, pens etc down here, the 2 people who run it are also going to be living in a caravan on said estate, according to their website & fb page they have pigs, goats allsorts of creatures they "rehome" & it is a very amateur organisation who I also add, are using the word charity & are NOT actually registered with the charities commission at all!!!! We are awaiting the councils findings as they came out to the property yesterday to see it, there's more, said 2 people with the animal organisation drive an old wooden horsebox in a dilapidated state and park it on the public highway entrance drive to our farmyard & therefore in order to get round past it, us & our neighbours behind our property have to drive on a sloping grass verge, so I will be ringing the police today if it is there again as my husband cannot get his farm agricultural vehicles down there to his fields at all as it is only a 1 car width drive!!! He has already asked them politely NOT to park there because of that very reason!!! This is becoming a nightmare and although they have not arrived yet with their animals permanently & I have warned everyone of the intention to do this totally without planning, consultation or anything else, nobody with authority, it would seem, is interested or infact powerless to do anything!!
Write to all of the local councillors, they control the council, and bad press is something that they fear more than anything.
Write to your MP.
Write to the council and ask for a Freedom Of Information report on the number of Noise Pollution complaints that have been received, and the number that have been resolved to the satisfaction of the complainant.
Think about it. If your house was burgled, would the police tell you to keep a log, and if you were only burgled 5 times a month would they tell you that that this was below a threshold at which they would take action? Would they tell you to find out where the burglar lived. Would they tell you to visit the burglar and ask him nicely not to burgle your house? That is exactly what the council does and it is totally unacceptable.
The dogs are making a deafening noise inside your property, they are intruding into your space that you own. No one has the right to intrude into someone else's property.
If you are fed up with being forced to listen to dogs barking there is absolutely nothing that you can do to escape the situation.
All of the advice states that you should talk to the owner. Let's face it, the owner knows that their animal makes a loud noise, and they know that it can be heard in every house within a half mile radius every time it opens its mouth. They simply do not care, they are selfish by nature.
That is the real starting point.
The next step is supposed to be to contact the Noise Pollution Dept of the council. You will be sent a leaflet telling 'you' to keep a log of the noise, and letting you know that a Noise Abatement Notice can be served on the owner. You are led to believe that this will happen after you have completed the logs.
The fine is £5000 for the first offence, and £500 for every subsequent offence.
So, like a gullible fool you allow a public servant to tell you to do their job, they get paid, you don't.
You spend a month listening to the same nightmare that you have endured for months or years.
You log every occurrence, and send it off, confident that this level of evidence will result in action.
What then happens is that the council will offer to install sound monitoring equipment. However, this is only activated if you activate it, so you have to endure the noise for even longer.
They then claim that they will listen to the recordings. However, common sense tells you that no one in their right minds is going to sit in an office and listen to a noise non-stop that has driven you insane.
In short, they don't listen to the recording.
They then send you a letter saying that the noise falls below the threshold for noise pollution and that it is totally acceptable. There is no threshold, they simply tell you that there is, send you a letter, and get paid for wasting 2 months of your life.
The problem will still be there, exactly the same as it was when it started.
The people at the council get paid regardless. It is a scam of epic proportions and all at taxpayer expense.
When they tell you complete a log, refuse. Tell them that you require a Risk Assessment to be carried out, tell them that you require payment for the time spent logging the noise. £20 an hour seems reasonable.
If the problem relates to lots of dogs on an estate, and you have no idea where the dogs are located, tell them that you will require expenses for driving around locating the source of the noise pollution.
Whatever you do, do not agree to complete the pointless log. It is worthless, and is a tool that the council uses as part of their work avoidance scheme.
Write to your local paper, they love stories like this, and the evidence of a reporter who has heard what you have heard will have far more effect on the council than you ever will.

This man has been allowed to live like this for years, my husband has lived here for 8 years & I have lived here for 1 year as moved in upon meeting my husband and in that time there have been so many complaints against him it beggars belief, complaints that go right back, there are other neighbours slightly further down the lane who have complained and the dogs regularly get out and are roaming loose on the lane, the dog warden knows about the situation and whilst is fed up with coming out and has had numerous disagreements with the vet, cannot do anything against him, I myself phoned the police to try and get action, we now have involved the council as an animal charity organisation have been here erecting pens & shelters on a very large scale and my husband managed to obtain information that there is intention to bring some animals there for rehoming, obviously planning is required for that so the council are looking into this but it will be a long & drawn out process with no doubt, no co-operation from the vet, when the RSPCA were contacted over this (numerous times) we have 1st name terms with the inspector! Again, they cannot touch him under current law, even though this is totally unacceptable as the dogs are left for nearly days alone, they are apparently ok given that they have company in the form of each other!!!!
I have found this to be the most disgusting display of lack of rights by a resident in this country, the fact that this man, who is hardly ever here, is ALLOWED to keep this amount of animals, without the slightest consideration for his neighbours whatsoever, we are law abiding citizens & it makes you question why we pay our taxes etc,and live by the law!!!
All 3 organisations, RSPCA, county council & police have admitted to me on conversations about this that it IS totally unacceptable but there is NOTHING they can do!!!

Dogs can play happily without barking.
They can be left by their owners without feeling anxious.
They can hear the sounds of their environment without perceiving it as a threat.
They can even know who has walked down their front path and be waging their tail and not bark at all.
But only if they are well trained, secure, contented animals. Unfortunately not everyone sees this as essential for their dog and some misguided people blame others for their own lack of pet caring skills, the rest of us need to be better protected against these (lets face it, very often aggressive) dog owners and the poor dogs need to be with better owners.
Can this be classed as a statutory nuisance as I don't leave the dog at any other times??

They bay and bark all day - the owners go to work. The noise is not constant, but can keep up for an hour at a time, can start at 4.30am, can end late in the evening.
My neighbours are worst affected (the cage is beneath their bedroom window) and also have the problem of faeces etc being pressure hosed from the cage under their fence & into the garden.
Environmental Health have taken action & a Court Order was obtained (& breached almost immediately). Council will take no more action, it seems! They were called to witness nuisance after a solid weekend of noise & a series of complaints from numerous neighbours - but miraculously the dogs quietened as they arrived & were taken away from site for a week! They are back, just as noisy & our EHO just as disinterested.
Surely there must be a limit to how many dogs can be kept in a cage? I am told the RSPCA believe the dogs to be well cared for. What on Earth can we do? The owners are very aggressive & unpleasant.
I have this problem and the council will not do anything about it this has been on for 2 year and all i get when reporting it are stupid things that have nothing to do with my problem. the family ive reported are people that have mates that work with the council and anything that gets reported gets back to the family before it gets to my housing managers office which courses hassle.

The other thing they do is to put both dogs in the garden with just one toy, so the dog without the toy just barks continuously.
It's almost as if they are training them to be a nuisance. After one of their dogs get banging at our fence, I'd had enough! Feeling that I was getting to bursting point, I phoned the police and also the local council (now that's a laugh!)
I don't blame the dogs at all, they are just doing the natural thing. The owners are another item though, totally thoughtless!
My neighbour has 2 dogs. Never takes them out. Leaves dog faeces for days in back garden. They bark when I am in my back garden or using my car/rubbish bins in front, when post, leaflets or visitors come to my door. They bark, howl and whine for hours when she is out and after 11 p.m when she returns from her late shift working. Have tried talking to her, complaint to Dog Warden, buffering the noise with my music = Radio 3 (she complained to E Health!!) and barking back at outside nuisance (she complained to Police that this was harassment).
Is it time for a call to the council?
There have been many issues with this particular neighbour including a fence problem which has been going on for over two years and despite my offer to replace the fence she continues to write abusive letters. She does not get on with any of the neighbours and writes nasty letters, which are getting me down.
I have been a responsible dog owner, having had dogs for 40 years in this house. She does apparently have a medical problem which keeps her awake most of the night and only falls asleep in the early morning. She is demanding that I keep my dogs in until 9.0 am, which I feel is excessive and is threatening to go to Environmental Health, no problem with that as I may call them in myself.
Surely I am not being unreasonable letting my dogs out after 7.30 am, they then come in and only bark when someone comes to the front door.

Other than the above we have no problem with the neighbour, but have only really spoken a handful of times.

Neighbours dogs bark - constantly. Intermitent barking daily/nightly.
They breed dogs too, so puppies are yelping a lot.
They have AT LEAST 8 of their own there - staffies, poodles....others. They have DAILY drop-offs of others for 'doggy care' facility.
This is a residential property, on a main road with about 100m garden, not a countryside plot!
The dogs are more than likely frustrated - they don't get walked just let out in the garden to jump and bark! RSPCA not interested - they said quite often dogs bark but it doesn't mean they are neglected
BULL****. They are the first thing I hear in the morning (could be 4am, 5am, 6am... sometimes 2am) and the last thing I hear at night - 11pm, 12am, 1am.....

I put a letter in their mailboox (outside -otherwise dogs would eat it!) to ask them if we could chat. Didn't even acknowledge the letter.

I live in a high-rised position to their garden and this bloody dog barking none stop is very much louder than normal as it echos more due to the tree's.
Just to let you know that i have filmed the dog barking and also filmed your dog running up and down the garden fence barking at the neighbours dog and this is out of order it must stop.
Ive reported it to the our local council and lets see what happens.

I have a next door neighbor who has two dogs, one of which (I think its one) barks incessantly whenever she is out, this may go on for up to 4 hrs each day starting before 0800.
A dog walker comes at about 1100 and brings the dogs back about two hours later, as soon as she goes it all starts again.

now they have another dog and it barks all the time. I can't remember the last time in the last year and a bit where i haven't been woken because of the dog barking. When my parents addressed the issue with my neighbors shortly after it started they said the dog was ill and they had to shut it in a cage each night, hence the barking. Fine, it's not the dogs fault its sick. however now the dog is fine and the dog is still barking. They have no control over its noise. I've been given time off work to recover after being hospitalized, but how am i supposed to get better when I can't even sleep? My neighbors don't care they avoid contact with me or my parents. If anyone out there can help me, PLEASE let me know what I can do.

is a total jerk and ignorant idoit who needs mental help to

They are never let out in the garden unsupervised for any length of time, although the neighbour has complained that they are in the garden at night??
These neighbours have not spoken to me at all they have just gone ahead and complained to the council.
These same neighbours have sharp nails, pins, spikes, tin lids stuck along the top of a 4ft wall so that my 10 year old cat cannot sit on top of it.
These same neighbours, when the engine mount broke on my car in 2009 and I could not afford the £3000 to get the car fixed when it was in the garage and before I got a second-hand car, complained to the social services that I had gone away and left my children alone in the house.
The neighbour has openly shouted in a loud voice how disgusting dogs are.
It upsets me that people cannot just concentrate on their life not make others a misery for no reason.
